These Terms of Use govern access to and use of Govt Bot, including the Govt Bot website, government admin dashboard, citizen database, digital ID, QR code system, citizen app, benefit tracking tools, analytics, and related services.
By accessing or using Govt Bot, you agree to these Terms of Use. If you are using Govt Bot on behalf of an LGU or government office, you represent that you are authorized to do so.
1. About Govt Bot
Govt Bot is a digital platform that helps LGUs create and manage citizen databases, issue digital citizen IDs with QR codes, track government benefit programs, and provide citizens with access to their ID and benefit information.
Govt Bot is a technology platform. It does not decide citizen eligibility, approve benefits, or make government policy decisions unless specifically configured by the LGU under its own rules and authority.
2. Authorized use
Govt Bot may only be used by authorized users for lawful government, public service, administrative, and citizen service purposes. Users must not use Govt Bot to:
- Access data without authorization
- Misuse, alter, or delete citizen records without permission
- Upload false, misleading, unlawful, or unauthorized data
- Discriminate against citizens unlawfully
- Violate privacy, data protection, or government rules
- Attempt to bypass security controls or share login credentials
- Interfere with system performance or security
- Use the platform for any unlawful, harmful, or abusive purpose
3. LGU responsibilities
Each LGU is responsible for:
- Ensuring it has authority to collect and process citizen data
- Providing required notices and obtaining consent where required
- Ensuring the accuracy of citizen records
- Managing authorized admin users and setting appropriate roles and permissions
- Defining benefit program rules and eligibility criteria
- Reviewing and approving benefit availment records
- Complying with applicable laws, rules, and government policies
- Handling citizen questions, disputes, corrections, and complaints
- Ensuring its users are trained to use Govt Bot responsibly
4. Admin user responsibilities
Government admin users must:
- Use only their own login credentials and keep their accounts secure
- Access only the records they are authorized to view
- Update citizen records accurately
- Follow LGU policies and applicable laws
- Report suspected unauthorized access or security incidents
- Log out of shared or public devices after use
Admin users are responsible for activity performed through their accounts unless they report unauthorized access promptly.
5. Citizen responsibilities
Citizens using the Govt Bot citizen app are responsible for:
- Providing accurate information where requested
- Keeping login credentials secure and not sharing their account
- Reporting incorrect records to their LGU
- Reporting suspected misuse of their digital ID or QR code
- Using the app only for lawful and intended purposes
6. Digital IDs and QR codes
Digital IDs and QR codes are provided to support citizen verification and LGU service delivery.
A digital ID or QR code does not automatically guarantee eligibility for any benefit or government service. Eligibility, approval, and availment remain subject to the rules and decisions of the relevant LGU or government office.
Users must not copy, forge, tamper with, sell, misuse, or misrepresent any digital ID or QR code.
7. Benefit programs
Govt Bot allows LGUs to create, manage, and track benefit programs. The LGU is responsible for defining program rules, eligibility criteria, approval workflows, required documents, availment rules, and reporting requirements.
Govt Bot provides tools for tracking and administration but does not independently determine legal entitlement to benefits.
8. Data accuracy
Govt Bot depends on the data entered, uploaded, or approved by LGUs, admin users, and citizens. Govt Bot does not guarantee that all citizen records, benefit records, or analytics are complete, current, or error-free.
LGUs are responsible for verifying important information before making official decisions.
9. Security
Govt Bot protects data using secure cloud infrastructure and reasonable technical and organizational safeguards, including encryption in transit and at rest, user authentication, role-based access controls, and audit logging.
Users must not attempt to test, bypass, disable, or interfere with any security feature of the platform without written authorization. Any suspected security incident, unauthorized access, or data breach should be reported immediately to Govt Bot and the relevant LGU authority.
10. Availability and changes
Govt Bot aims to provide reliable access to the platform but does not guarantee uninterrupted or error-free service. The platform may be updated, improved, suspended, or modified for maintenance, security, operational, or legal reasons.
11. Support
Govt Bot may provide technical support to LGUs according to the applicable agreement, service plan, or support arrangement. Support may include troubleshooting, configuration assistance, system guidance, and technical issue resolution.
12. Intellectual property
Govt Bot, including its software, design, dashboard, workflows, content, documentation, logos, and related materials, is owned by Govt Bot or its licensors. LGUs and users may use the platform only as permitted under the applicable agreement and these Terms of Use.
Citizen data and LGU-uploaded data remain subject to the ownership, control, and lawful authority of the relevant LGU, subject to applicable law and agreements.
13. Confidentiality
Users may have access to confidential or sensitive government, citizen, or system information. Users must protect confidential information and must not disclose it except as authorized by the LGU, required for official duties, or required by law.
14. Suspension or termination
Govt Bot may suspend or restrict access if a user violates these Terms, there is suspected unauthorized access, continued access may create security, legal, or operational risk, it is required by the LGU, it is required by law or government authority, or payment or contractual obligations are not met, if applicable.
15. Disclaimers
Govt Bot provides technology tools to support LGU administration and citizen services. Govt Bot does not provide legal, policy, financial, or government decision-making advice.
LGUs remain responsible for official decisions, citizen eligibility, benefit approvals, public service delivery, legal compliance, and government reporting.
16. Limitation of liability
To the maximum extent permitted by law, Govt Bot is not liable for indirect, incidental, special, consequential, exemplary, or punitive damages, or for loss of data, revenue, goodwill, or public trust arising from use of the platform.
Any liability will be limited according to the applicable contract between Govt Bot and the relevant LGU or customer, subject to applicable law.
17. Updates to these Terms
Govt Bot may update these Terms of Use from time to time. Updates will be posted on the website with a revised “Last updated” date. Continued use of Govt Bot after updates means the user accepts the updated Terms, unless otherwise required by the applicable agreement.
